In the USA a "plea" is a formal "declaration" to the Court on how the defendant answers to the charges. The defendant must speak it- not his or her attorney. They must "declare" they are guilty or not guilty. I should note that there may be preliminary hearings before an arraignment occurs where such a plea is entered.
I frankly don't know the significance of "orientation declare" but it sounds like it could be a form of plea in your Quebec criminal justice system. At some point Sammy does have to communicate to the Court his response to the charges. I don't know how or when that will happen but I want to hear Sammy's response, which we would call a "plea."
