Maybe you are asking the wrong people the wrong questions?
While Montreal has the hottest women women in general, and some of the hottest SP's, I personally have fewer than 10 favorites. All that matters to me are when my favorites work. None of my favorites work anywhere near 5 days a week. I don't care which are busy nights for clients, if that is a night one of my favorites works, I will try to book her. I don't need to know about why a SP works, I need to know when a SP works........ If you need to know more on the why part, ask that SP why she works the days she does- keeping in mind, that this is a young woman who would rather have fun with her friends than work, and nothing she says will matter if you are planning a short visit to Montreal....... a SP's Murphy's Law thing.
My game plan: Montreal(from previous trips)- talk to my favorites during the down time between the action- find out if there is a pattern- like: she doesn't work Friday to Monday, because she like to dance with her friends at Opera on the weekend.
Home- follow my favorite's day to day schedule a month before my vacation, keep a log calendar & look for a pattern. Read MERB for info on new SP's, there are quite a few posters that I follow, like Banger & Doc Holiday.
Montreal- know when the daily schedule is posted, call early as possible, from the daily schedule know which SP I would book & which are my favorites- have a plan B,C & D ready, when booking- write down the booker's name & try to remember him/her, talk nicely and calmly with the booker, if the night's lineup is totally new to you, keep the call short & just tell the booker, what kind of SP's that you like, trust him/her at least twice.
About your question & my take: Most agencies will let the SP's work anytime they want(if they have drivers), non-superstar SP's will work when it is the busiest nights, superstar SP's don't care if it is a busy or slow night- they know they will get booked, most SP's have a real day job(weekends off), quite a few SP's do not live in Montreal(and have to take the long bus ride to get here & this matters, because they will be the hardest to plan for/book- they have a random monthly schedule, not a weekly one).
For most SP's it is controlled by the clients & when she will be busy enough to make money.
For superstars, they control the clients & in general, they will be always busy.
By the way, I do not know your definition of a busy night? Is it one where there are the most SP's working/scheduled or the ones where they have the most bookings(some nights the Agency could have tripled it's profit if they just had more SP's working)?
