I have the official data on arrests. These are police statistics from Statistics Canada.If you look at criminal prosecution cases for any criminal cases against clients, the number of people prosecuted is very low year to year, and in almost every case, some level of human trafficking, or abuse to the sex worker is involved. Arrests for the purchase for consideration is low on most LE’s radar for enforcement unless minors are involved or some form of human trafficking is involved.
- In Quebec, in 2024, there were 153 arrests and 133 people were accused of buying sexual services, or communicating for the purposes of buying such services, from an adult. The numbers are rapidly trending upwards: in 2023, it was 66, in 2022: 33, in 2020: 6, for accusations. (1)
- Regarding the same infraction for the sexual services of a minor. There were 25 arrests in 2024, but only 9 were accused. (2)
- To put things in perspective, there were 45,736 arrests for assault in Quebec in 2024. (3)
