While Canada has had some success with medical breakthroughs like insulin for example.
My bet is UK first, USA second, Germany third and Israel 4th in coming up with a viable vaccine the fastest.

Cloud honestly the fastest may not means much. The one that come with one that works will be more important. And that could come from a very small lab. A cooperation will have to be made with the biggest pharma like GSK and/or Pfizer for mass production.

The worst thing that can happen to the rest of the world is if it's the United States coming up first with a viable vaccine. That is...if Trump is still President. He won't want to share it & will likely try to shakedown the rest of the world into letting them use their vaccine.

Unfortunately beggars cannot be choosers so I’ll welcome a safe and viable vaccine even if it means happening on Trumps watch . Ideally he doesn’t get re-elected but I think that is unlikely so another term is in the cards
Still I will always have faith in the Americans , for me the worst case scenario would be if the Chinese came up with it , it’s not like they have shown that they can be trusted
