I'm sure agencies are able to take a financial hit temporarily. I think it's because the girls want to continue working. If an agency closes for now, their girls might go work at a competing agency, and owners probably wouldn't want that, so they stay open.

In the US that’s done at the state level, so the governors. The governors are the ones who shut down the bars, gyms, restaurants etc. at least that’s how it’s been for now. The fed can override the states but Trump is letting the states work out their own issued for now.

Recession at this point is inevitable with the economic impact the virus has already had and going to have...at this point, who knows how much further the Dow will fall...who would have thought when this thing broke out in China that we would be where we are today.
