How to put a website on the internet?

I am still on the revenge thing with my dogs veterinarian, I would like to put something on the internet in the same area as my vet has his website. I have seen this when people have complaints about their business, for example when you search town you are looking in plus veterinarian plus name " Montreal veterinarian Pet care " you end up at their website.
How can I have it so my beef with this unqualified scam artist gets noticed very close to his on the internet?
PS: I know just to post the correct facts and not embellish, no need to as this place does suck.
Also, if someone here is qualified to do this I will pay a fee to get this done, what I have documented is in English and would need to be translated into French.

Usually google allows you to write a review. Just google his business and if it shows up, there should be a button saying "Write A Review", and just type whatever you want there.

My dog Kramer did not die, on his second fuck up he recommended to put him down since he was 13 and what he diagnosed was not treatable, we waited till my daughter came home before the deed was done, two days before he was back to normal and still is in great shape. As I said, that was the second fuck up.

Very sorry about your dog, I know how it feels, sucks. Never realize how much a dog means to you until it is gone.
