This victim was an MP lady and the article says the assailant had been banned by the MP for violent acts, hence he saw the girl on an outcall basis in a hotel, but it is not clear why she agreed to an outcall to this banned individual.

The article does not identify the hotel except to say it is in the "Ste-Foy" section of QC.

Sandra Wesley of Stella hammers the Parole Board in the above article for allowing the guy to see escorts as a condition of his parole.

"They identified that this man was a potential danger to women and wasn't ready to have proper relationships with women but figured that he could then go see sex workers."

"It really tells us what they think about us," Wesley said.

I'm a big believer in the death penalty. I would love to see the guy sit in the electric chair. Why? Because they slip through the cracks, get out and murder again and again.

Murdering a criminal is not a punishment. A real punishment would be life ***without*** parole

This newspaper article gives a few precisions. The girl was from Lac St-Jean region(approx 2 hours north of Quebec city). She had a boyfriend up there but would work about 2 days a week in Quebec city.
She would stay at a friends place when she was in Quebec. She saw the murderer a first time 2 weeks ago and he gave her 1300$. The fatal meeting she was supposed to get 2000$. She found him a little bit scary but tought she would be safe in a hotel like that...

According to that article she knew the dude had been banned from her MP. The $2000 and high end hotel location made it worth the risk in her mind.

Sandra Wesley made a declaration I can't understand regarding this. She said the MP would not call LE in a circumstance like that because they would most probably be closed and prosecuted for pimping. I've heard about a few cases of LE being called by MPs in Québec and Montréal to report dangerous clients. I've never heard of subsequent accusations against the MP at least here in Québec City. Those cases are generally dealt with without alerting the press. Is she sending the wrong message?

Disgusting. They let a monster see the poor lady. Some people just can’t be reintroduce in society and «*the thing*» should have been earned a «*délinquant dangereux*» status... (meaning can’t go out)

Dunno, I'm more on eye for an eye ....

Life without parole is not a punishment for most of the criminals, they adapt. But knowing that they are on death row.... that is the real punishment. Why should we pay for them to live, after their heinous crime/s?

This is an interesting question but I have not read whether the MP called the police or not. I would presume if it was done on an outcall basis they would have known and gotten a piece of the booking. Assuming the booking was done with the MP, the lady would have typically called when the appointment was done, and if she did not call, I would see no problem in calling the police. After all, how would the police know what service the client was paying for, it could have been a back rub and companionship for all they know, so I am confused by Wesley's comment.

It is also not clear what good calling the police would have done, unless the MP got a distress call of some kind from the lady. She was found dead after the perp confessed to police and told them where to find the body.

In cases like this if there is some disturbance it is the hotel's security force that is responsible for the security of guests, so a question would be whether any guests reported any noise to security, although this is kind of a moot issue as far as investigating the crime because the perp has confessed, but maybe an active issue as far as a negligent security lawsuit or insurance claim against the hotel. There was a murder of a guest at a Connecticut hotel around 12 years ago and the hotel ended up paying to settle that case:

When it comes to this, fuck punishment. Put em to sleep. The recidivism rate is 0.00%.

Cases like this underline why I do not begrudge indies for insisting on screening their clients. I have to wonder if knowing this person's real name would have allowed to her to know what he went to prison for? Do SP's have access to those kind of databases or do they just google someone or search blacklists for their name? From the articles it seems she knew he was banned from the MP for violent behavior and still went to see him.

And seeing how violently he murdered his partner in 2006, I can't see how this was a case that merits parole. I am all for criminals being reintegrated into society and reducing recidivism, but not for violent offenders like this.

Exactly, why the hell was this guy let out of prison? Just such a horrible thing to happen to this girl :(

He was paroled to allow “servicing of his sexual needs”, supposedly. He was allowed conjugal visits by escorts per the terms of his parole.
