growing up,

I did not like french kissing my girlfriends, in retrospect, teenagers go through this phase due to ego.

My experience has been that there is no common denominator who provides that service and who does not. If you only visit the agencies you are probably right in that very few will initiate DFK. I know one exception who is still at euphoria. Beyond my own experience, I think if you looked at all the reviews of everyone working it would back up your statement.
