Pineda of the Yankees also had a very impressive showing 4 days before by striking out 16 Orioles over 7 innings.

You are correct. The Orioles struck out 18 times that game. Pineda struck out 16 in 7 innings. I did not know about Kluber's game.
If Kluber pitched 117 pitches and Franconia took him out, I agree with Franconia. That is reaching the upper limit. He wouldn't break the record unless he struck out all 3 batters in the ninth. He would tie the record with 2 others if he struck out 2. At 117 pitches, I say that is unlikely.
