In that speech he claims he has never wanted a wall from one side of the border to the other, he only ever wanted these pre-determined high-risk locations structures. (This is, of course, a lie, since he just changes what the wall is all the time.) So that is what he is saying he will be negotiating for, when he says "If we don't get a fair deal from Congress, the government will either shut down on February 15 again or I will use the powers afforded to me under the laws in the Constitution of the United States to address this emergency."

Would he shut the government down again or invoke emergency powers? It seems unlikely, since I think he doesn't want to get his ass kicked by Pelosi again.
